Poker Bar Leagues

Does anyone have any insight into the legailities or how tos of starting up a poker league? I just moved to Fl and am looking into starting a league or joining one. When I lived in Philly the leagues were everywhere in all of the local bars. www.thepokerbluff.net and www.riverchasers.com They would run a 3 month league and offer a final tournament with prizes that included trips to Las Vegas. The bar would pay a fee to host the games and the players play for free (except the money they spent on drinks or food). Do you know anything about the legailities of this? Or, how to start up a similar league?
