Exclamation Need Advice - Charity Tourney

Wasn't sure where to post this, so I'll start here.

I need some help.

I wish to run a series of Satelite tournaments for a charity.
This is how we wish to run the tournament:

* 5 tournaments (Hoping for approx. 75-125 players per)
* Buy-in: $50 per tourney
* Winner of each Tourney gets a seat at a WSOP Circuit Event
* Top 5 get entered into the "Final Tournament" with a chance to win possibly a WSOP main event seat if we get enough players in.
* ALL proceeds after the 6 seats to events will go to a charity.
* We have several local companies willing to donate Poker Chips, Tables and other things for prizes for the players that reach the final table in each tournament to make it worth while for doing well but not winning a tourney.

We're not looking to make any money on this thing, it's completely for charity.

My question is, does anyone know how I can run this thing legally. I want it to be totally above board. The last thing I need is to raise money for this charity, and get busted for it.

HELP?

Everywhere I search online it says there is no legal way, but there must be because I've seen and even played in a few charity tournaments with a similar format.

The tourney will be in Wisconsin if it helps.
